3rd & Penn Bus Station Site Targeted for Redevelopment Project

A new CRIZ (City Revitalization and Improvement Zone) project has been proposed to transform an old bus station site in downtown Reading. At the corner of Penn and Third Streets, the major project would bring nearly 60 new apartments alongside 26,000 square feet of retail and restaurant space. The development is a part of Reading’s CRIZ designation, which allows state and local taxes generated by newly developed businesses within the zone to be reinvested in the project. This project is part of a larger picture of economic and community redevelopment within the City of Reading. Alan Shuman, President of the Shuman Development Group, stated that construction would potentially begin in late 2026, after CRIZ Authority approval, permitting and planning.
